Water pipe leakage

Have a question that would appreciate an answer. I stay in a strata title townhouse and suspect theres an underground pipe leakage which causes my water bill to be very high. The pipe leakage should be outside before it enters my house. If I need to have the pipe fixed, who bears the charges, me or the management?

Before meter, call management / syabas, after meter, u fix.

I guess is you "which causes my water bill to be very high", it already after meter...but is that still under warrenty or not (how long you take the key)?
