I got my second month's cycle before I got my RM 650.

I am not sure why I am one of the first to receive the rebate. I did complain to them that Ambank does not allow me to register my supp card after 31st August and they registered for me manually. So maybe they issued the rebate to both cc manually also

Issue is whether to give Rebate to "smart people" like us

Yes, it will be credited to your credit card. However, you may need to pay the RM 1999 later if the cash back is not credited to you before due date. Can say 90% you will not receive it before due date.
