so u can guess the quality of service.

Basic: try to call any govt dept's general line, old crappy phone operator will ans u, not knowing or thinking ahead, where u cant even retrain them. But shud they get young ppl, can always train them to ans with some professionalism maybe not as good as what we get at Customer service, but something better, some improvement in that area.

Exec level: those thick hard headed HOD (head of dept) let them retire at 55/58 or earlier, or non-performer reprimand or demote them. let them leave...same as what we did in private sector.... throw out those passengers...

inject quality graduates...over time the level of service gets better, cos we got good head start. Can expect cleaner Govt, not 100% but measurable improvement...
