as far as i know, all of my friends who r driving 3000cc - 4000cc pays road tax, only those 4000cc above don't pay, they couldn't give 2 shxts because JPJ and police won't dare to stop them. I also saw few Astons (6.0 V12) and Bentley Contis don't have road tax stickers, some of them are in the royal family, some of them don't know who the owner is.

also the old school 4wd with super high cc diesels in Cameron Highlands don't pay, because they don't drive it outside their area
