Would like to know is there anyway to set cellular data restricted to "3G" only? I coulnt find the option anywhere else.

Newbie here. I I have a doubt, yesterday was my first time buying applications from iTunes applestore. I have bought a 0.99 usd game, payment made via maybank debit card. I bought 3 games , but I was charged only for one. And what I felt strange was that, I was charged RM1.02. I should be RM3 right according to the conversion rate?
