There's no rules about what lens to use though generally speaking, the closer you are to the subject... the more involved and intimate the photo will feel.

I think it was Bruce Gilden who said "it's a streetphoto when you can smell the street looking at it"

I long time never go back KL di la but if memory serves me right ... you can try this experiment.

Step 1: Fit a wide angle
Step 2: Head to jalan alor late night alone or with male friend. Do not go with group
Step 3: Pretend NBTD.. wait for someone to ask if you want amoi
Step 4: Take picture

See what happens.
This is all personal preference.
The wider the lens, then the closer you need to get and the reward is the image shows more of the environment, viewers will see involvement and intimacy.

Personally, I will stick with one focal length per trip

IMO, if we shoot street photography and wanted to shoot those beggar,

Unless you aim is to shoot all beggar in KL as a body of work.  Or unless the pics are very strong and comes with a message. or even if you shot in their face.

Else, we should refrain from posting them. We may shot, but posting them, a bit meh.

Street photography is not about shooting subject on the street, (although beggar kind of always on the street), its about shooting the moment which happened on the street.

If someone pay money to the beggar and you manage to snap that, its at least conveying some message.

Depends on how you shot it i guess. If the beggar gaze at you then its not so bad, or some cheerful expression at least it form a lasting moment.

Sure not giving money is a message, but just a matter how you deliver it.

If the beggar with palms open, with very sad expression and gazing at you, while background manage to suggest ppl walking by, then it should be the moment you suggest, but if just simply snapshot of beggar. a bit meh
