Promotion Period

1. This Promotion commences from 16 December 2011 and shall end on 24 March 2012 (“Promotion period”).

Prize

It seems that Amex is not only allowed to be used for MYR transactions (all transactions via Amex has to be forex). Must be a licensing issue.

For Visa, there should be a link for you to set whether Paypal does the conversion (hence the MYR quote) or allow the banks to do it (goes back to the transaction currency, USD in this example).

I checked Paypal's website just now to see if there are any settings for conversion. Didn't find any.

From my past experience any transaction which goes through Paypal, they will do the conversion (and Paypal's rate has always been worse). I don't think Paypal allows the banks to do it otherwise Paypal loses out on their fees.

zenquix is right. If you choose to pay using VISA or MasterCard, there is an option to pay in MYR (using Paypal's rate) or to pay in the billing currency on the final checkout page.
