What RM 100 rebate? It's capped at RM 50 monthly.

From my past experience any transaction which goes through Paypal, they will do the conversion (and Paypal's rate has always been worse). I don't think Paypal allows the banks to do it otherwise Paypal loses out on their fees.

there is but the option only comes out when you are making a payment. The next time I use paypal not anytime soon I will try to get a screenshot

This is correct. The option only shows up for Visa/MC but not Amex. You have to click the link after some explanatory text so most people don't notice it and just go for the default which is to let Paypal convert.

zenquix is right. If you choose to pay using VISA or MasterCard, there is an option to pay in MYR (using Paypal's rate) or to pay in the billing currency on the final checkout page.
