Here is what i think based on my experience and may differ from what MPSJ may require but i hope it helps.
With regards to hacking your existing floor & changing your floor tiling, you don't need to get approval from MPSJ as its only cosmetic. With regards to changing your fence to a wall which does not exceed 5ft, you also don't need any real approval as it within the guideline.
However, if you need to rent a tong for throwing waste from your renovation, you will need a permit. Why? Because your tong will have to be placed outside your house by the side of the road.
Since you'll need a permit to place the tong there, might as well get approval for changing your fencing into a wall. This will ensure that your contractor follows specifications (i.e. building a ground beam if required) to ensure your wall doesn't experience cracking caused by sinking. It's not really difficult to get approval for changing your fence to a wall and for placing a tong outside your house.
Also, if you're close to your neighbours, just inform them of your plans and who knows they may have some advice if they've done the same before. Hope that helps.
