Agree with this, also usually the cannon dude will be slower later since he has committed to cannon rush, then it's up to teammates to counter attack them.

Terrans can handle cannon rush well due to moving Command Center.
Zerg's Ovi usually go to cannon rush zone at beginning.
Protoss probe can do some scouting after 9.

Ovie cannon rush is popular in 4v4, and you can't really prevent it unless your ordering your workers to do long journey down the ramp(which is wasting time).
