I will say best solution is skimcoat if you really want a smooth wall.

SKimcoat not very very expansive. Don't worry. Project price can be as low as RM3.00 per m2

I see. Some people who don't have plaster ceiling will skim coat the soffit of slab.
Soffit of slab = the concrete above your plaster ceiling.

Yup, it could cost more if you need massive concealing new wires in the slab. Or else cover the wire with expose casing.
