Kindly advise. Check out the photo attached on existing wall. I will repaint this wall.

To smoothen it,

i) skim coat required?
ii) can just use sand paper and settle it?

can get rid of it and smoothen with sand? skim coat will cost me another bomb

and yeah...going to use matte instead of glo...
