Do I need to get MPPJ (Petaling Jaya) approval for installing backlane grill? the public lane where ppl use it for fire exit and etc.
I heard need approve for entire row house owner , submit plan, this and that (many procedure) but my renovation friend said don need approve.

You will need to get the local authority's approval. Else it will be contravening the law. As for the need to get agreement of the majority of the house owners affected, this should be a problem. The real problem is getting everyone to contribute to the cost.

is there a written law at MPPJ stating it is against the law under Petaling Jaya?
so far i know need approval under MPSJ, not MPPJ.

I tell you a real story. My friend housing area have a strong community, and they decide to build the gate like you plan for few row of houses. Few month later a small truck came and cut all the grills and take it. When the neighbor ask, the contractor say from MPPJ, but the neighbor did not ask them to show document.

End up all take away. Till now they not sure if this is really from MPPJ or someone come over and steal it.

Be safe, just ask. If the authorities gives endorsement, it will avoid any doubts.
