and most riders you mentioned are tertiary riders, not secondary [bold ones].

it's a pattern for rider series in post-heisei rider era. What you pointed out may be true somehow. And just look at Decade's, W, OOO, and Fourze design. They have the same pattern especially the basic mask design. I guess they just use template based on Decade's.
