Should be, if not Libra wouldn't changes himself to Tomoko, which I think before Cancer being sucked into dark nebula, he have told Libra about it, or Libra already known of this beforehand.

Ohsugi appointed himself as the advisor of the club, Ran and Haru are not yet officially in the club, Kisaragi and others asked them to get back in shape before that as Haru has just got back in his own from being Zodiarts.

But so sad Haru couldn't become one of the Horoscopes, I don't know why the whole series, I'm only waiting for the gather of 12 Horoscopes.
The chairman mentioned that the sixth of the Horoscopes is Aries, by counting the Horoscopes, means Scorpion and Cancer would be back from dark nebula? If not, I'm confused how they do the counting.
