Renovation scaled down to very basic...
share info: Majlis Daerah K. Selgor website says that even 'minor works' require permit approval. Cost: RM50. Owners or rep. Need to fill Borang A. The list of works includes kitchen cabinets. So will proceed with it. Minimal payment to avoid hefty fine. Can key in " kerja pembaikan kecil MDKS for details. Tesco is opening tomorrow? Good news. Will go next week. Main priority is to check on food court if any there. Only about 7 min. Drive from BSC. Meanwhile, we frequent the Chinese shop in Taman Desa Coalfields onn Kee is serving morning pan mee, wanton mee and curry mee, later mix rice, pau and tim sum and can order dished from the kitchen. Had lunch at Tesco. Food outlets aplenty:
1. Food court sells food at around RM5 at Aneka Thai. Also sell mix rice ( Malay), roast chicken rice, western food, hotplate, drinks. 2. Kopitiam. 3. Burger King. 4. Subway. 5. King's Confectionery. Some outlets display signs but not opened yet. But enjoyed a dish of Tomyam prawns at RM6. Rice RM1.50. Other than the Tesco store, there are only limited merchandise units. A good place for regular grocery and eating out and that is sufficient for my needs. Shopping variety not much. Like the place without any music for less distraction like in Plaza Damas Sri Hartamas. 2 types of reno:
1. Pembaikan kecil: no plan required, just fill Borang at Bahagian Kawalan Bangunan. You can do this easily. 2. Others not listed as pembaikan kecil, need to contact draftsmen (pelukis plan). MDKS can offer some tel. if you don't know any. For type 2 renovation, the pelukis plan will charge for plan fees, which may include all follow up: 1. Getting approval from architect firm and engineering firm for his drawing and MDKS will approve. 2. Submit to get MDKS to issue permit kerja. Then only start work. Since we did not do type 2, I did not enquire further from MDKS. Can call MDKS Bahagian Kawalan Bangunan for approval procedure. For PJ folks, at end of reno., the pelukis plan will act as a runner to get the engineering firm to sign forms that declare safe for all works done, submit to the local authority for approval, and a Sijil Persiapan Kerja will be issued. Generally all local authorities including MDKS only approve buildings safe for occupation. Important: Make sure you have a copy of this. Without this, if you sell your house later, it will be like having no CF. The original CCC issued by developer is not sufficient. And whoever buy your house cannot proceed with further renovation unless he can get a firm willing to 'vouch' that your previous renovation is safe. Generally they are reluctant to certify as thet did not supervise the previous round of reno. If they do, you may be asked to pay a big sum for this. Location: Taman Desa Coalfields, choose the entrance nearer to BSC. First turning on the left. First corner shop. Go before 2pm. For Banyan semi-d owners:
Technician Cik Yati, MDKS Bahagian Kawalan Bangunan has clarified that for any extension types that are available in their standard plans, eg. Straight line back extension for non-cluster semi-d, no L-shape to include the back and side land, then can just buy standard plan at first floor, Jab. Kawalan Bangunan. For front gate to widen also got standard plan, no need to draw plan. As for installing kitchen cabinets, she said permit approval is required as long as concrete is added. She didn't elaborate further but it seems to me the only thing about concrete is the extra weight it can bring onto the floor foundation. Just my guess. The permit is also to ensure that the owner places all construction materials inside the compound. Forgot to ask on this: nowadays, the kitchen body is mostly made of particle board, and MDF ( medium density fiberboard) and the counter top can be anything other than concrete eg. wood laminate, solid wood, granite etc. ie. no concrete involved. If you are not going for kitchen cab. that involves concrete, then it is wise to keep a copy of the kitchen cabinet quotation that specifies every type of material used.

Hi BSC home owners:
In case, yes, if you have unknowingly renovated without proper approval from MDKS, it is better to go and declare to them, say you did not know all the requirement (they should understand. This was because whoever did the job for you did not inform you, or why would you tell it late?) and you may be just asked to pay RM500 (10 times the processing fee) even if your reno. have already started or finished. Pay the fine and have peace. Otherwise, if found guilty by them later, the fine is hefty RM20,000 for reno. Type 2 or RM10,000 for pembaikan kecil. *allow me to clarify myself: I read about the fines not from MDKS but from another local authority in Selangor. May not be the same for MDKS. I found the ground for the different degree of fines for the same offence to be perfectly rational and therefore assume that it must be the same elsewhere. My apology if I have misled you. Also, instead of paying fine, you may be told to take down any illegal work. Or worse maybe pay fine and still need to remove the reno. Anyone knows on this? Anyway be prepared and know that this way, no one can harass you any further.
