Then most likely need to repaste. Try use HWMonitor to check the temperature..

Good paste is around RM2x, you can do it yourself if you comfortable with disassembling the notebook..

Most likely. Can you download and run GPU-Z and check whether the GPU run at max or idle clock when its idle ?

Lenovo Y470 or Asus N45SF if you prefer 14'' and both under RM3000.
Don't really have any better 14'' in RM3.5K price point, unless the Alienware M14x@RM4.2K

Pretty much that spec. AMD C50/Atom N570 for these days..
Better CPU would need to step to 11.6'' netbook..

If you prefer Asus,
Asus A43SJ-VX712V, i3 2330M + nVidia GT520M@RM1899, but the graphic card is big downgrade..
or other option:
Toshiba L745-1138X, i3 2330M + nVidia GT525M@RM1999, GT525M = slower version GT540M.
