High percentage of people like that who talks like a head coach due to playing Football Manager intensively and thought they have reached the level of knowing how things are run.
Some just because the player(s) are so famous, they will say buy this player.

But as I understood, main reason why Arsenal unable to sign extreme high profile players due financial reasons. Arsenal have the budget to buy players, but it is difficult to offer these high-profile players at their rate which in long-term, the club will suffer financially because of high wages.
So I can guess, most of these "fans" only know definition of " Win" , "Score More" & "Champions" .

Today first in the morning, I read the news of the quartet signings and really happy bout it. Can't wait to watch them play and bounce back. It's still early of the season!
