Placing semi conductor between hsf and processor, dangerous? high perfomance gain?

the plan and what the heck is semi conductor (aka pelt) stated in the attachment

condensation problem is nothing much if you lay the mobo flat but if in tower mode, then it all starts to dripp... been there done that

hmm... what do you mean in tower mode? what if i dun use diselectrical greese but wrap up the pelt and processor with air blocker so the small waters cannot be made?
