if the team win on Perak they will be qualify to go WCG Grand Final?

means they can skip 17 -18th Icafe and the others?

Nope this event is not connected with WCG Malaysia Qualifiers or National Finals.

The original event which is in the OP is confirmed. What is not confirmed is this so called "Grand Final" event.
