If the thermal paste is soft, you can spread a thin layer of it like butter onto both of the processor and heatsink flat smooth surface however if it's the quite hardened type, just press out a pea shape size of it onto right smack in the center of processor surface only and then, simply fastened the heatsink into place by tightening up its screws in criss-cross order should do the job nicely.
