I thought the FIFA ruling says otherwise since we're not on top 70 of the standing?

Did Safiq played more than 75% of the matches in international level in past two years?

it apply for both either our country at top 70 ranking or he play for Malaysia in 75% of match.
if does not meet the criteria the club can appeal.

If im not mistaken,he only got banned twice since the asian games until wc qualifier right?apart from that,he's been the national team core in every game.
