using tons of voli here as well (almost whole page has him)
for players who are use to the tanking game he's really OP to use... high AD +AP damage.. add on surge+ ult + bite kills instantly (earlier game he's a beast) - and he could sloww with his 3rd spell to prevent heroes from running! he's like a package all in one! (reminds me of Renekton which is also OP - however he leans heavily on 21-9-0 build - i have grown in disgust after playing him long... at least Voli is fun being am OP tank! OP tanks are always fun to play huhu - look at how Mordekaiser did when he was OP with shield - reason I suppose is tanks only unleash hell late game and not early.. thus keeping the surprise for later and also after a long gameplay...)
(you'd ask why I'd choose surge.... I've tried replacing it with exhaust and I actually get less kills.. thats why... ask yourself, how could you maximise Voli's OP lightning ult that has AoE splash effect? Answer: faster attack speed.. which is Surge - and it's an FOC skill! and you're getting this at level 1!)
another strategy is where I flash in up close, on bear run, flip, slow/shout, switch on ult+ surge, end it with bite.. low HP heroes usually cant run far... muahahhaa....
Common strategy is knowing how to tank -- very important if you wanna be good at Voli. I would suggest training and learning tanking skills first with easier heroes such as Mordekaiser, Amumu, Alistar. As with Voli you could screw up if lets say, you're afraid to rush in when your teamates are behind your back, you think too long to take an action thus missing the chance to get kills for your team, or you fail to calculate the success rate ratio to your current HP (tanks rely alot on HP and resistance before going in for the kill - of course everyone would know a tank vs 5 is easily suicide - tanks rely heavily on teamates' help). Tanking strategy is best learnt based on experience, and if you're really good at it then you'll understand why Voli is OP once you start using.. and using.. and get addicted in using him for easy wins

you'd be the main damage soak + killer in the frontlines (I don't hope they nerf him anytime soon, coz many others are still really noob at using him - esp NA players)
(I'd use 9-21-0, focusing on AD for masteries and runes, tested and compared with 21-9-0 build the earlier has a better survival on the long run - even if your team has a tank already I'd still recommend 9-21.)
if the team doesn't have tank, warmog+atma is the way to go (add on turtle shell for easier $$ early game) (mid game I'll get a banshee veil too... combining Atma's armor + Banshee's MR gives voli a huge boost to defence) . Late game get damage items, Bloodthirster, Madred, Black Cleaver (lifesteal + attack speed/dmg/critical).. easy to get all 6 items late games once Voli starts to kill and farm like mad... get Agility and Strength elixirs once that happens.
If early game has another tank companion (or if your teamates are killing lots), go off tank build, rush Ionic Sparks and see how he chew down those low HP hero (usually i'll avoid this as it'll mean enemy surrendering before reaching 30 mins, rather go the above option).
For boots, Merc threads for games with more than 2 stunners/disablers, or Boots of Swiftness when the team has little disablers/stunners or when u know u'd win easily for that game - purpose is to chase and flip opponents easier.
Another friend suggested Trinity, Frozen Mallet + Cleaver (he said every game ended early with this build)... haven't tried it out...
