yes you can, as there is no high voltage involved.

for home wired network, it's straight forward cable laying via either concealed conduits (cost will be high) or cheaper way is to use surface conduits (those white casing you see in offices).

you need the following :-
01. UTP cable
02. conduits/pvc piping and accessories
03. RJ45 connectors
04. RJ45 crimping tool/basic working tools/drills etc.
05. any basic network switch (preferably beside your modem router)
06. a small UTP tester (if you have)
