Household <WTA>Koi Regian Condo, Is it worth to buy?

Dear all;
It is 1st time i post something related to property...wish this is the correct place to post...
THis is my first time to buy house, interest in condo koi regian, coz it is convenient place for exit to highway, and i had view
2 units of it, the place is quiet (total only got 124 units) and spacious.
My worry point is:
1. Why got ppl move out from there, coz the condo is still new. - 2 units that my agent intro is renovated and owner already moved out.
2. Is the condo worth rm 280k (1020sf) or rm290k (1360sf)? both is partially furnished. i saw some bank lelong board hanging the tree there is only rm190k, of course, it is sold out already.
3. Can anyone know where can i get the guildeline for buying a house (1st time wan to buy it), something like "what doc need to sign, cost is how much", "do i affortable to buy it" and etc..

There are 2 condos using the name Koi in Puchong area. Koi Tropika - refer HEREKoi Kinrara - refer HERE |

The JMB is poor and well, the place is ok la. Just that petty things such as card access system is poorly maintained, and lack of parking outside the building for guests. I like the place, very quiet at night and soothing with a lot of trees |

I know the place is very low density. just about 120 unit...good for own stay.
