You may not retain your private property. Whether in Singapore or overseas, you will need to dispose of your private property within six (6) months of the effective date of purchase of your non-subsidised flat.

For applications received by HDB from 30 Aug 2010 onwards for purchase of non-subsidised flat (i.e. a resale flat bought without CPF housing grant):
a) Flat buyers need to meet a Minimum Occupation Period (MOP) of 5 years, before they can sell the non-subsidised flat in the open market or sublet the whole flat.
b) Flat buyers are not allowed to concurrently own the non-subsidised flat and private residential property within the MOP. Ownership of private properties by HDB lessees will be allowed after the MOP.
Flat buyers who have already bought a flat or whose application to buy a flat is received by HDB before 30 Aug 2010 will not be subject to the new measures.
These measures ensure that buyers purchase HDB flats only when they have the intent of staying in it for long term. It ensures equitable treatment for all HDB flat lessees during their MOP. They are expected to dampen the demand for resale flats from buyers who do not have urgent housing needs.

I am a Singapore Permanent Resident (SPR) who own an overseas property. However, I am not able to sell it because I have family members living there. Can I still purchase an HDB flat?

You can provide details to HDB and we will assess how best to help you on a case-by-case basis. This applies to other appeal requests as well. If you would like to appeal, you can write to HDB and produce your supporting documents. We will look into the best way to address each case.

So if you submitted your HDB purchase paperwork before the cut-off date then you can buy any private property (including JB house) anytime but you need to dispose these private property (and the existing HDB) if you decide to buy another HDB.
