Currently I'm using a HSBC Premier card as I haven't had any other options (no employment in Malaysia) shortly this will change - however I'll be employed by a Labuan company - would that income also count as proof of local income to apply for CC with better benefits?

Yes ... however some banks would prefer you to be able to furnish with a couple months pay slips before they accept your application. (I assume you are a Malaysian as should you are an expat then my answer would slightly differ)

On I can wait a little until I have a couple of months payslip.

And I'm an expat, not Malaysian.
