The extra are the merchant fees charge by the bank to the merchant. Instead the merchant charged to the buyer so they don't have to bear the merchant fee. A lot of merchant always doe that which is not right but at least they will inform the buyer that they will be doing so and the buyer agrees so be it.

Yup usually they will send a letter to tell you that the cc limit has been increased. So requesting your IC to confirm seems something is not right. All my increment in CL have always via official letter including HLBank
