 Balance Transfer, What is it actually???

guys,

let say I have 2 credit cards as below:

A cc with outstanding RM5k
B cc with outstanding RM0k

Both, A and B card offering 0% BT for a certain period, say 6 months. At first, I BT from A to B. After the 6 months, can I transfer back from B to A to enjoy BT 0% benefit?

Is that mean HLB BT which offering 0.5% per month is actually 12% p.a (because it based on initial balance instead of reducing balance)?
