well because i'm getting the collector's edition, i ordered the US version.
No way am i gonna spend double on the SEA CE

Some retailers are scaring people that D3 will be the same region lock like SC2 e.g. SEA will have access to both US and SEA.
During an old interview by a blizzard staff (forgot his role), he indicated that D3 will be region free meaning you can get any version, and join any region. But that once you join that region, the char you made there, is locked to that specific region.
But blizzard later when asked later if a SEA player if bought a US copy, can play on US server, they didn't want to confirm or deny. They said to wait for the launch date before they tell us anything on this.

and yet on their d3 page, they mention region locking would be like sc2. so there is conflicting info by blizzard ... in the interview initially they say it's one thing, but on the website it says another, and later bashiok says this is undecided, and will only be finalized when a release date is given ....
So at this point nobody knows. But my bet is, it will be what the first blizz guy said
