I am speculating that by default it will be by the IP address. Some thing similar happen to me with SC2 beta. Before they have the SEA region, they lock me down to the Korean serves. My SC2 beta was in Korean hahah. Made a complaint and I think that is why we have the SEA region now.

But this is just my speculation.
As for special cases, there is mention at the last part of the video that you need to prove that you are actually living in said country before they can change you region.
