fxpro mt4= fxpro metatrader 4
metatrader is a program and because it is so good, many brokers just attach themselves to metatrader and call themselves "(broker name) mt4."

im not sure about fxpro ctraderecn but ecn is electronic communication network.

Apparently, the public believed the Fed will release QE3, and traders simply 'priced-in' the announcement before it starts.
It is more likely new will be 'priced-in' when announcement will have high impact and the nearer it is to the news release.
