KUALA LUMPUR: Mah Sing Group Bhd is teaming up with Asie Sdn Bhd to jointly develop about 4.08 acres of prime land along Jalan Tun Razak-Jalan Pahang here which is part of the largest privatised urban regeneration project in Kuala Lumpur.

Mah Sing said on Tuesday, Aug 2 that it would undertake a niche development — M Sentral — with an estimated gross development value of approximately RM900 million.

M Sentral shall comprise smaller sized and more affordable serviced residences as there is strong demand due to lower entry prices, as well as some retail units.

Mah Sing unit Grand Pavilion Development Sdn Bhd had inked a joint venture agreement with Asie and its unit Usaha Nusantara Sdn Bhd for the joint development.

Under the deal, Usaha Nusantara would grant Grand Pavillion the sole and absolute right to develop the land for an entitlement of RM106.60 million to be settled via 60% in cash (RM63.96 million) and 40% stake in Grand Pavillion.

Mah Sing shall continue to have 60% shareholding in Grand Pavillion. It said Asie had full rights and approvals for a mixed development comprising residential and commercial properties and community, leisure, recreation and infrastructure facilities on 15 parcels of development land together with five air rights in Precinct 2-Pekeliling of the River Corridor Development under the Blue Corridor policy of Kuala Lumpur City Plan 2020.

All i know is that Asie is a private cconcessionaire with the full rights to develop the pekililing area, or what is known as Tamansari Riverside Garden City project......somehow this has now evolved to become this M City thing......

Anyway - can anyone share what's the inside scoop of Asie sdn bhd? Who are the guys behind this company?

did TMS bought the land? as far as i know for now it is JV development... and Asie have been holding the land for many many years now in return they built the low cost homes somewhere else...

oh yeah there was a proposal to build a 60-storey first revolving tower in this area...

this article was published in 2006, before the prop boom. guess the pricing is no longer valid.

me too, i will stay away from this ali baba type of prop.
prefer to buy prop build on open tendered lands..
the higher tendered $ will eventually go back to rakyat or public developments (provided no leakages) instead of to only few pockets/cronies.

Tamansari: A new chapter in KL's development
Aug 15, 2011

The RM9 billion Tamansari Riverside Garden City development in Kuala Lumpur may rejuvenate Malaysia’s urban regeneration projects.

The development of Subang Jaya was the first regeneration project in the country. Located in Selangor, the regeneration project was initiated by the late Prime Minister Tun Abdul Razak in the 1960s.

Meanwhile, the move to regenerate the Pekeliling flats, now known as Tamansari, along Jalan Tun Razak-Jalan Pahang, was initiated by Tun Abdul Razak in the 1970s. The flats were among KL’s earliest public housing projects, established back in 1967.

“We believe Tamansari will stir interest among developers to start a new chapter in real estate development,” said Datuk Khalil Asahah, Founder of Tamansari developer Asie Sdn Bhd.

He said developers steer away from regeneration projects due to the work and investment needed for land clearing, demolition and the relocation of people.

“It is difficult to get support from banks and that is why urban regeneration projects in Malaysia cannot move forward. We went through many difficulties but have overcome them today,” he commented in a recent interview with The Business Times.

Asie has secured the rights and approval to construct commercial and residential properties on the 23ha land plot at Tamansari. The privatisation agreement in 1999 with the government paved the way for the construction of 3,500 public housing units and facilities in exchange for the land. Asie has so far turned over 3,000 units by the end of 2006.

“After 30 years of waiting, we have cleared 30 per cent of the land and awarded Mah Sing a contract to build properties for RM900 million,” Datuk Khalil said.

The developer is expected to award two more contracts before the end of the year to build properties valued at a minimum of RM1 billion.

here's a trick I normally use............ if a new dev selling at 30% or below its completed counterpart.................. then there's value buying into this new dev..........


but if the premium is above 30% VS the completed counterpart...........the completed development nearby should have more legs to go...........and would usually make more money in long run...............


of coz this is provided all else being equal............ wink.gif

yes there is a river... you can even see it at the LRT or PWTC...

big plans for Titiwangsa by ASIE but people only started talking about it after they roped in Mah Sing.

It will announce two more developers coming to join the game here soon.

what is the new mrt line? red line? circle line?

noticed in future many lines will go to kl sentral
1. existing kelana jaya lrt
2. KL monorail
3. ktm commuter
4. The new mrt line (thru national library + dewan bahasa ?)
so kl sentral will be very busy??

p/s: it is indeed good idea new mrt to stop at national library.. current there is no bus going there. drive also hectic, always jam at jl tun razak
most of the advance countries there is mrt stop at national library.

MRT line? Be careful about Mah Sing marketing gimmick! When they sell M City/ M Suite, they also promote MRT in Jalan Ampang. Nobody knows exactly how the MRT circle line loop around. Because of this, some of the developers already harp on this kaw kaw.. Aman Putri also another example...exploit MRT kaw kaw!

However, Mah Sing said it would explore options to move ahead on this. The project is a niche development – M Sentral -- with an estimated gross development value of RM900 million and it is part of the RM9-billion 58 acre riverside urban regeneration project.

THE decision to redevelop the Tunku Abdul Rahman Flats (Pekeliling Flats) into a commercial centre has received mixed reactions from the public.

Titiwangsa MP Datuk Johari Abdul Ghani has urged the Government to consider redeveloping the flats into an affordable housing scheme instead.

In its former glory: When the Pekeliling Flats, or Tunku Abdul Rahman Flats, opened in 1969 in Kuala Lumpur, they were considered posh highrise living for lucky urbanites. Now discussion rages on what to do with the land. - filepic

He told StarMetro that there was a pressing need for affordable housing for city folks.

“There are too many commercial centres in Kuala Lumpur and land is becoming scarce.

“The location is suitable for housing as it is easily accessible, with a bus terminal and monorail station nearby,” he said.

It was reported by a local news agency recently that Johari had questioned the redevelopment of Pekeliling Flats in Dewan Rakyat recently.

He had asked whether the site could be used to build PPR units or for 1Malaysia People’s Housing programme.

In reply, Federal Territories Minister Datuk Seri Tengku Adnan Tengku Mansor, said the location was more suitable for a commercial centre and would help boost the country’s economy in line with Kuala Lumpur Draft Plan 2020.


Johari said the Government should focus on providing residents with better and affordable housing.

He said the flats were on government land and not awarded to any private company yet.

National Housebuyers Association (HBA) secretary-general Chang Kim Loong, however, is supportive of the move to redevelop the flats into a commercial centre.

He said the location was not suitable for families as it was too near the town centre.

“It is not a conducive environment for children as it lacks basic amenities and they will be exposed to noise and air pollution as it is near a main road.

“I hope the Government will ensure sufficient housing in a suitable location for the people in view of the redevelopment project,” he said, urging the Government to expedite the project.

Non-governmental organisation Permas president Tan Jo Hann said the Government should look into upgrading existing flats before building new ones.

“There are still vacant units in some of the PPR flats and the Government should look into filling them first,” he said.

The Pekeliling flats were one of the earliest housing projects in Kuala Lumpur, with 11 blocks of flats built between 1964 and 1967.

Previous news reports had said the area would be redeveloped into a housing and commercial project called Taman Sari and was part of the Government’s urban renewal efforts to provide residents with better housing and living conditions.

Privatisation and redevelopment plans for the flats were announced in early 1995 and an estimated 8,000 to 12,000 residents were relocated in two phases.

At the end of 2005, Government-appointed developer Asie Sdn Bhd began demolishing Block A and B after most of the residents from the 11 blocks moved out, mostly to the Taman Sri Rampai flats in Setapak.

The 45-year-old building, which was supposed to have been demolished in early 2010, has been left to rot due to a legal tussle.

The design intends to recreate an Oasis of tranquility in the cityscape, by employing thoughtful and strategic zoning to avoid the modern ills faced by developed cities, as well as setting a new layout to the actual area.

The free wave forms of the buildings refers to a mixture between modern and vanguards architecture creating in this way unique sculpture standing buildings.

The Wave shows pure and clean lines to generate organic curve forms, which are elegant and soothing.

Zoning for the different buildings have been carefully considered to enable beautiful views and also avoiding overlooking into other units.

The overall undulating platform level was set up at 20m above street level to set up a new ground level hiding in this way, the existing old city below, as well as keeping people away from pollution, traffic congestion, and carbon monoxide.

The incorporation of nature is one of its most important features. The proposal carries its nature heart openly. It has long skyline gardens and playgrounds as one of its main themes representing the development and its future.

Green spaces, ecology of landscaped areas and parks gardens are for the community to use passively.

The River is to be revitalized as well, and it will be of upmost importance to the city. It will flow into the site and will bring the most spectacular aquatic wildlife.

The new and poetic interpretation of the relationship between ground and water, architecture and landscape architecture, is clearly evident. The design also creates a microcosm of the world made up of water and ground.

Taman Sari can be resumed as an unprecedented development that will set up a new way of living. Retail, restaurants, shopping and entertainment uses will act as a magnet, drawing residents in the neighborhood to the site at all hours of the day.

The mixed use concept means that people can live, work, shop and find entertainment in one location, a true microcosm of a city “a city within a city”. The project will enhance people lives in many ways and will rice standards of living.

High-class and medium-class professional people will be attracted by the enormous spectrum of activities, leisure facilities and ambient created around this charming development.

Taman Sari The Wave, has fused the old with the future, the nonchalant area with the ambition of growing into one of the biggest connection Hub in KL.

Mass Transit City will connect the area with main points of the city, allowing people to have quick access to different locations.

This should be non related to Mah Sing. The previous development plan was done by asie and rewarded part of the land for Mah Sing to develop only.

Now came out with new plan. Plan is still going on because it is a prime land but no 1 knows when will it starts to develop as they need lots of cash to develop. Pekeliling flats are in progress demolishing, river is in progress for beautifying too (but not sure River of Life can be success or not).

Yes i hope this area mainly apartment+ retail shops with NO mall or big office.. enough oversupply fr those malls/offices in KV.. Too slow project might be not investor friendly..
