Not having problem on pre-ordering weeks ago.
However, it seems to be some problem with their game registration server, they are currently updating it.

Source: Just got off live support and that's what they stated. They gave me a new BF2 code (transferred from Steam) and it's stated invalid, and unable to register. Perhaps it's the same issue? Try again later?

Should be linked to your EA Master account. If it's region lock, then it will defeat the purpose of of Origin client ain't it? But just my 2cents.
