except iPodNo, iCloud need ID to log in, as long as the previous user remove his/her iCloud ID then the phone is not sync with the iCloud.

Have you ever try to restore it as new via iTunes? download the firmware again and try restore it as new, after that then put your backup back. Hope this helpiPhone Generation :
