if using single/one core but high clock speed, that's enough for a smartphone...
but, if using dual core but lower clock speed than the single core with higher clock speed , that's not much different..
surfing website isnt a heavy usage..unless you streaming + flash website..
benefits of dual core is, you can run application that able to use both dual core simultaneously, yeah, you may not notice the benefit now, but later, if there are apps that can be optimized and used both dual core... you will get that benefit.
Games maybe will get some benefits.. but the GPU is more important in games..
Adreno205 in Xperia Arc S is good enough to play some HD games.. but maybe will have some issues when playing some GPU intensive games such as games that only optimized for Nvidia Tegra 2
anyway,.. using dual core might need extra and more power - your battery wont be long lasting enough [not even 1 day] unless you use high capacity battery..
