Technically true. But misleadingly so.If one company owes you money, you cannot sue the other.
But if one company is known to cheat people (and I'm not saying that it did, just a hypothetical if), and the bosses are the same, is there a high risk that the 2nd company will cheat people as well? Of course! Definitely. You shouldn't even have to ask this question.
As BigEarLobes said, the company names being so similar, you do not even have to check if the directors are the same or not. The companies are related, or otherwise ROC/SSM wouldn't have allowed the second company to be registered. If one company has such big problems, the other company (if they're innocent) should already be ready to prove why they are note related / split off long ago, etc. The onus would be on them.
You do not owe them anything to prove that they are related. If you feel a need to do so, I suspect it's because they're offering a very attractive deal. One that's too good to turn down. It's probably too good to be true as well.
