Is your contractor looks like and behave like a ganster or gentleman look? Does he has a family? If he has family and not really look like a ganster then ignore him. Because family man 'normally' they wont do illegal things. If not then maybe u tell him that both party give way and pay him extra 2.5k to solve things out.
