Apps/Games are installed in your iDevices, not PC. They just being synced into PC for backup purposes.
As long as you sign in the same Apple ID for different iDevices, all purchased apps/games can be downloaded into the device.
Once the app/game has updates, it requires the device owner to re-sign in again to perform the update, so practically the iTunes account holder must be there every time perform update or download new apps.
Sharing of purchased apps/games is possible. But limited to the person you trusted most I would say.
Unless you wish to distribute your Apple ID everywhere (and let everyone swipe your credit card), I don't see any problem here.

thanks for addressing my question.

So it can be downloaded to Itunes account in PC, and then using the same account in the same PC it can sync to endless IDevices, is that right? So basically it is legal to ask my friend sync some paid games and apps from his PC to my new iphone with no charge incurred rclxms.gif

The way I know will work is you ask your friend to sign in his Apple ID on your device, then download the purchased apps onto your device (but remember to sign out after that).
I'm not sure whether the way you referring will work or not. If not mistaken you can't sync like that.

The way you mentioned to sign in my friend Apple ID on my device to download purchased apps for sure can work but it will deduct additional 1 out of 5 authorized downloads count for the purchased game.

The method of sync the downloaded games from Itunes in PC into iphone can work which I have tried, and it should not deduct any authorized downloads count as I understand.
