 Leakage on wall from neighbour upstairs, RM450 for liquid injection reasonable?

If the water leakage is really from your neighbour, then the cementitious water proof membrane should be applied at the source and not on your side...

yup. need to stop the water leakage from the source. Else the water will find another "route" .... so the leakage starts again from another location...
