Hi... Maybe you can go through petfinder or put up notice on petfinder to look for the owner? On your concern:-
1) Poodle are energetic. Maybe you can walk him more often to make him tired which naturally calm him down. Get him a rawhide (cowskin bone) to chew.
2) He is marking territory, not peeing. When he is on leash, choke him(quickly pull and release like fishing) and reprimand him by shouting 'NO' whenever he is sniffing, marking or walking aimlessly. He will know that behaviour is wrong eventually. It takes up to many weeks to train but you will see them toning down on such behaviour. Just continue to reprimand him. Try to bring him to a tree where he can sniff and pee as he likes. That is to build his habit to let off the pee in him only near the tree.
3) A little training will help. Get some small treats and reward bit by bit when he did the right thing. Jerhigh of any flavour is the easiest to get treat. Communication basic: Sit(push his butt down with your hand and say sit), Stay(show him your palm and say stay, whenever he move you say no), Wee Wee (Pee), Poo Poo (Poop). I am not sure about this. Have you start treating his flea problem? Maybe you should bring him to the vet and seek advice. If owner want to leave him, they would leave him to another taman right? When you first train is definitely hard, once you get the trick, it would be easier.

Not sure about the smell... Can you bring him to vet to get some advice?

You should watch Dogs Whisperer , u will learn how to do it while walking a dog

Basically you have to be relax while walking ur dog
And when to hold firm and let loose of the leash

If you are holding the leash too firm on ur dog all the time
It makes the dog very tense up and thats when they will be aggresive

My poodles likes to follow me everywhere too .　About the eating part , I'll cage them during their meal time and will only let them out when they had finished their meal. Maybe u can try this ? After sometimes, eventually he will understand that "finish his kibbles = free from cage".

Actually a pet shop very famous on poodles grooming in Kuchai Lama , forgotten the name of the shop , the signboard has a big signage of a POODLE picture too , same row with Papparich , whole shop is filled with ANF ... and all her poodles takes ANF

No problem to have treat to teach them. If the dog are food driven, then by all mean, train them by using treats.
