hye. is it possible to configure internet use over wifi only? and if we turn on celular data, the internet will not work except for mms?

another question. for idigi 88 200 free minits , does it charge in 30 sec block?. for example, u call 5 sec, does it automatically rounded up to 30 sec block or do we used exacly 5 sec and the remaining minits is 199 min 55 sec?
