Even worse, call GDex, they told me they haven't receive any delivery meant for me yet!!

in PJ SS2 earlier bro. There were only about 10+ ppl there queing for the ip4s.

did you purchase online via Digi Store? If yes, as per the purchase status page & confirmation email:

Note: Your Change of Plan will come into effect within 48 hours on your current SIM card after successful payment. Once you have received your new SIM card & phone, please call our Customer Service helpline at 016 2211 800 to activate your plan on the new SIM card. For iPhone 4S customers, your Change of Plan will only come into effect from 16 December 2011 onwards.

From what I saw earlier, the Digi Center people should've activated the line for you on the spot but you can try to give them a call still to check on the line status. No harm to do that

EDIT: Unless of coz if it's a brand new number or you MNP into Digi, then different?

That's weird... my friend just bought ip4s today morning @Digi Sunway Pyramid and the line was working immediately.
Same like u prepaid -> postpaid and using old prepaid SIM in old phone
