It is happening. However, a group of Malaysian hackers has taken down tourmalaysia.com.my it seems.

This is true. They have connection with local hackers. They explained before why they can't launch an attack against China. This is because they have no connection to China's local hackers. Although they can do it, without local hackers, it makes the task very difficult for them.

No it won't. It's just the websites that will be down. It won't have any significant effect on our internet speed, or rather, I can say it has zero effect on our internet speed. Servers and our ISPs are totally different.
