What the hell my speed keep fluctuating from 10kb/s to 30kb/s even when downloading from microsoft

My speed is almost back to normal now at 2:30am

By afternoon, it will slow down, again.

Doesn't look like technical issues to me anymore.

Sigh, I also don't know what to think at the moment. I just hope its not another attempt to throttle our speed.

Remember last time there was once they slow down international bandwidth, they claim to be trying to control bandwidth during peak hours, so called fair use and those crap. After everyone complained, they took it off and say they will improve the system next time 

how much they earn from reduce our bandwidth by giving excused from upper enforcement?? everytime they touching something on they network, atleast a week to a month more to finish it!

From what i monitored last few days, the speed of international connection will drop significantly exactly from 2.00PM to 2.00AM everyday, and IP range doesnt matter.
