Whatever DNS you use also cannot reach that IP address.
First of all, Malaysia use DNS blocking. As far as I experience. The common folks won't know how to change DNS. So majority of the population have to abide without knowing how to bypass filtering. So why would they bother about the minority who knows how to bypass filtering when majority of the population is filtered?
Second, to implement a new type of filtering, it will cost them in terms of work load and financial aspects. Do you think with "Malaysia Tidak Apa" attitude, TM (the main ISP) will want to do it? I don't think so. If they want to do, more work for them and they have to spend more.
Thirdly, there is always Tor. Never tried it before but apparently, Tor can bypass the Great Firewall of China. So if it can bypass the Great Firewall of China, I doubt there is a filtering firewall left as great as The Great Firewall of China.

Fourth, we are not the US or European countries where copyright law is really enforce. If you are there, it is really difficult to download illegal stuff. Man in black will arrive within minutes if you try downloading something.
Fifth, there are always VPN services. This I like the most. Even if they block IPs, with a VPN, everything you do online is encrypted. They don't know where you go or what you do at the website.

If all of the above is done, the final step is VPN. They can't block VPNs cause big companies use them. If I were to go with a VPN, I will choose

For RM0.70 a day (If you subscribe to the 1 year package), you can download unlimited torrent at uncap speed, access restricted website, load international sites at the speed you pay for (Not using VPN but I didn't experience it-slow loading of international sites) I will say is a steal. In addition, they don't implement quota.
