If you plan to use gloss paint, skim coat is a must. Else you see lots of wave. If your wall are precast (mostly on highrise) maybe no need, most precast wall are very straight.
Like my house, even if i plan to use normal matt paint, the original wall so bad, end up have to do Skim coat. Sealer is better for new wall, is cheaper too. One layer of sealer is cheaper than paint. |
