For what I am seeing so far while reading this thread (hundred's of post). It seem that most user still can make it into file sharing / hosting site easily. Doesn't matter it's TM (Streamyx / unifi) or any other ISP like P1, users could easily bypass using public DNS. It seem too easy. Like ISP just wanted to comply with SKMM order and not fully block those file sharing / hosting site. I guess it does worry ISP that if they fully block those file sharing / hosting site which use by thousand of their current users will impact their business either now or in the future (long run on high speed network like unifi). And they (ISP) would also need to consider competition like example if say P1 fully blocked those site from its users and there is no way to bypass the block, P1 users would definitely consider changing to other provider where there is still a way to bypass.

For ISP I personally think that they are not stupid. They have lot of professional people working for them. And they definitely know that how's the file sharing / hosting website works and the illegal material was not provided by the file sharing / hosting site but was posted and share by users who are using it.

Here also I put an example of legitimate users (user who are using file sharing / hosting site legally) as it seem no one here put any clear example. For content provider (users who post legal material) like Cubizone (famous online games provider in Malaysia) like to post their online games update either full installer or manual patch on file sharing / hosting site (they post it on lots of difference file sharing / hosting site) which I found very convenient. For downloader (gamers or me as a technician) could choose any file sharing / hosting site that I prefer or subscribed premium account and grab those file fast and easy.

Thanks for reading.
