What's the point of blocking the sites but cannot improve on internet speed?

That's the whole point, they don't wanna improve so they block, reduce the end-consumer's usage of bandwidth. Saw how fast P1 Wimax started blocking? If I am not mistaken they're the first to do it when they've gotten instructions to do so.
