terran is not overall imba, but in a certain level, in high level tournament level, every race is kinda balance, but in the mid level play, terran would be a better race to choose, especially against protoss, this is what i experienced, terrans will just go MMM even though u scouted he has gone for this tech path because this is 'the build', the only alteration is mix in ghosts and/or vikings, which this transition is not so hard to do at all
