It really depends if its LCD or Plasma.
They refresh differently.
Plasma if the incoming signal is 50Hz (most likely is xxxx/25i), and interlaced (ie broadcast), and the content is live football etc, it would best to refresh it at 100Hz. Anything more is really unnecessary for plasma. 50Hz on a plasma without 100Hz is uncommon, but more than tolerable.
For LCDs, refresh rates are not as simple as repeating the frame 2X or 3X or more. As LCD refreshes differently, there is some form of motion interpolation. Minimum would need it to be 100Hz, even then the motion might not be natural. The problem with going higher refresh rates on a LCD (that does not have a good video processor chip) would me smoother motion but unnatural and motion artefacts near the edges of the people and fast moving edges. In my opinion, unless it has a top notch processor, the motion at 200Hz becomes really video like. Some might argue that broadcast sports is video, but a lot of lcd tvs with super high refresh rates are just weird when it comes to live football and all. Some that do a simple 100Hz seem better (not as smooth but not as video like).
